ENVIRONMENTAL CONSULTING
Environmental Site Assessments (ESAs) are critical for any entity involved in commercial real estate transactions. MTC’s Phase I investigations, in accordance with ASTM E1527-13, are comprehensive, custom narrative, reports which include review of all available environmental documents relevant to the subject property. In preparation for the assessment, MTC obtains a Radius Report from Environmental Data Resources, Inc., and performs a facilities database file review at the Department of Ecology regional office. Staff review all available aerial and topographical maps, Sanborn Fire Insurance and City Directory Maps as well as analyze all environmental liens, a 50-year Chain of Title history and perform interviews with past owners and other person’s of interest. This ensures a complete assessment of the properties. The site investigation is then conducted by a licensed geologist and involves reconnaissance of the site and documentation of any environmental hazards that may be present, including storage of hazardous materials and evidence of past use that may be indicative of environmental hazards. This information is then compiled to produce a written narrative that documents current site conditions and all historical hazardous data available for the subject property. If an environmental concern is identified on the property or a contamination source identified at a parcel adjoining or near the subject parcel during the course of a Phase I ESA, a Phase II investigation may be recommended. The scope of the Phase II investigation is derived from the research and conditions observed in the Phase I investigation and involve subsurface observations usually in the form of test pits and/or borings. Samples of soil and groundwater may be collected and analyzed for suspected contaminants. The Phase II ESA enables clients to make fully informed decisions about the property.
