Materials Testing & Consulting, Inc. (MTC) was founded in 1981 in Burlington, Washington and purchased in 1995 by the current owner, Mrs. Terri McCullough. Initially, MTC specialized only in inspection and materials testing but within one year, recognized the clear industry need for a company that could provide a full-spectrum of engineering services to compliment the inspection and testing services. MTC developed this idea and expanded by adding a full services Geotechnical Engineering and Environmental Consulting Division consisting of a professional staff of licensed engineers and geologists. In 2000, MTC expanded its service territory by adding the SW Regional office and laboratory, and then again in 2004, by adding the NW Regional office. Late in 2010, MTC recognized the severe shift in the economy and added fully operational mobile laboratories to its fleet which allowed for an increase in focus and direct services for state and federally funded public-works projects. Then in 2012, MTC was awarded its largest project to date on the Bangor Naval Station which prompted an additional office and lab on the Kitsap Peninsula; and most recently in 2014, MTC opened its newest location and laboratory in Tukwila, Washington.
Each of MTC’s locations provide a full spectrum of professional and technical services. Our geotechnical division includes Washington State registered professional engineers and geologists as well as experienced soils technicians. Our structural division is comprised of certified special inspectors and materials testing technicians. In addition to industry standard construction services, MTC also provides non-destructive testing services coupled with Ground Penetrating Radar (GPR) and Firestopping inspection. Our technical and inspection staff are WABO, ICC, AWS, ACI, NICET, CESCL and HAZWOPR certified. Our laboratories are fully certified and accredited and together our five locations employ a full time staff of 60 people.
MTC leads the industry in digitizing reports and is the only firm that provides up-to-the minute budgets and project costs in the same manner. In this way, MTC offers a complete range of services that no other firm in the Puget Sound region can match. For our clients, this means retaining one company that can provide geotechnical engineering, geophysics, environmental consulting, special and construction inspection, materials testing and specialized geotechnical laboratory testing coupled with up-to-date budgets and project costs with just a click of the mouse!
MTC works with a wide variety of clientele ranging from engineering and architectural firms to school districts and universities, general contractors, Port authorities, local jurisdictions and the State of Washington and are recognized by our clients as a leader in our industry.

Materials Testing
MTC’s laboratories are regularly audited and maintain certifications and / or approvals from The American Association of State Highway and Transportation Officials (AASHTO), US Army Corps of Engineers (USACE), American Association for Laboratory Accreditation (A2LA) and WABO. MTC’s labs also participate in proficiency sample programs through The Cement and Concrete Reference Laboratory (CCRL) and AASHTO Materials Reference Laboratory (AMRL) to ensure that we are consistently and accurately testing to ASTM standards.
